Strategic Thinking on Shallow-water Oil and Gas Exploration in Offshore China

Abstract: The oil and gas exploration in offshore China has made great achievements, and as the important areas of offshore exploration, the shallow waters contribute most of the oil and gas reserves and production. However, the available area for exploration is diminishing and the cost of exploration is rising. The field changes and ever increasing difficulties of exploration bring new challenges technically and economically. Therefore, for effective exploration of shallow-water oil and gas in offshore China, it is necessary to center on the general requirements of becoming a powerful marine country and the ideas of value exploration, initiate key research projects in the fields of China’s offshore stratigraphic-lithologic reserves, Paleogene reserves, buried-hill reserves, high temperature and pressure reserves and hydrocarbon-rich sags, and form geological theories and explorative technologies of large and medium size oil and gas field in offshore China. The measures regarding the challenges include: (1) Innovating theoretical understanding and optimizing new exploration fields, (2) developing technical capabilities and improving the success rate of exploration, and (3) enhancing management level and deepening value exploration.

Benefit-based cost allocation for residentially distributed photovoltaic systems in China: A cooperative game

Abstract: Distributed photovoltaic (PV) systems have constantly been the key to achieve a low-carbon economy in China. However, the development of Chinese distributed PV systems has failed to meet expectations because of their irrational profit and cost allocations. In this study, the methodology for calculating the levelized cost of energy (LCOE) for PV is thoroughly discussed to address this issue. A mixed-integer linear programming model is built to determine the optimal system operation strategy with a benefit analysis. An externality-corrected mathematical model based on Shapley value is established to allocate the cost of distributed PV systems in 15 Chinese cities between the government, utility grid and residents. Results show that (i) an inverse relationship exists between the LCOEs and solar radiation levels; (ii) the government and residents gain extra benefits from the utility grid through net metering policies, and the utility grid should be the highly subsidized participant; (iii) the percentage of cost assigned to the utility grid and government should increase with the expansion of battery bank to weaken the impact of demand response on increasing theoretical subsidies; and (iv) apart from the LCOE, the local residential electricity prices remarkably impact the subsidy calculation results.

Abstract:

This article analyzes the background and the necessity of the establishment of noetic science which was initiated by Qian Xuesen. The article also presents a whole string of Qian’s views on the object of study, basic approach and ideological root of noetic science. The article describes in particular that noetic science is one of the eleven department of the contemporary system of science and technology. It contains three hierarchies, as fundamental science, technical science and engineering. The preliminary achievements in each hierarchy in the recent two decades are presented.
